ABSTRACT: The Central Records System (CRS) encompasses all centralized records of FBI Headquarters, field offices, and Legal Attache (legat) offices. The FBI utilizes the CRS in maintaining its investigative, personnel, applicant, administrative, and general files. This System consists of one numerical sequence of subject matter files and an alphabetical index to the files. Files kept in FBI field offices are also structured in the same manner.

PURPOSE: Records, both investigative and administrative, are maintained in this System in order to permit the FBI to function efficiently as an authorized, responsive component of the Department of Justice.

ACCESS CONSTRAINTS: All records in CRS are protected from unauthorized access through appropriate administrative, physical, and technical safeguards. These safeguards include restricting access to those with a need to know to perform their official duties and using locks, alarm devices, passwords, and/or encrypting data communications.

USE CONSTRAINTS: Users of CRS are restricted to only those privileges necessary to perform an authorized task(s).

AGENCY PROGRAM: The FBI is responsible for investigating violations of the laws of the United States. This includes gathering and reporting facts, locating witnesses, and compiling evidence in criminal and civil matters in which the United States is, or may be, a party in interest. CRS is one of the tools utilized to accomplish this mission.

SOURCES OF DATA: Data contained in CRS is the result of FBI investigations and information furnished by other government agencies, law enforcement agencies, the general public, informants, witnesses, and public source material.
